Penrith & District Badminton League

 

 

1.                    NAME

The name shall be the Penrith and District Badminton League

 

2.                    MEMBERSHIP

The membership is open to clubs in the Penrith area who are affiliated to the Cumbria Badminton Association and all players who are affiliated to ‘Badminton England.’

 

3.                    FEE

The affiliation fees to the League will be decided upon at the AGM.

 

4.                    OFFICERS

The officers of the League will consist of PRESIDENT, CHAIRMAN, VICE-CHAIRMAN, SECRETARY, TREASURER, TOURNAMENT SECRETARY and PRESS SECRETARY.

 

5.                    COMMITTEE

The League committee shall consist of the officers and two elected members from each division of the League, with power to co-opt.  The Committee shall conduct the affairs of the League and have the authority to make any decisions on points not covered by the League rules and also to interpret the League rules.

 

6.                    ANNUAL GENERAL MEETING

a)                   The AGM will be held in May.

b)                   One member only from each club shall have the power to vote plus Officers.

c)                   The League’s balance sheet shall be made up by the Treasurer to April 30th.

d)                   The Officers and Committee shall be elected at the AGM.

e)                   Proposed alterations to rules must be sent in writing to the League Secretary by March 31st.

f)                    The President or Chairman at any meeting shall have a second or casting vote in the event of a tie in the voting.

 

7.                    LEAGUE FORMATION

The division of the League shall be decided by the Committee annually.  New applications for and withdrawals from the League Membership must be in the hands of the League Secretary by the first week in September for each forthcoming season. In the event of extra or fewer teams being entered, it will be left to the Committee’s discretion to vary the promotion and relegation rules as laid down in rule number 8.

 

8.                    PROMOTION AND RELEGATION

The top clubs in Divisions 2, 3, 4, 5, 6 and 7 shall be promoted to Divisions 1, 2, 3, 4, 5 and 6 respectively.  The bottom teams in Divisions 1, 2, 3, 4, 5 and 6 shall be relegated to Divisions 2, 3, 4, 5, 6 and 7 respectively.  If there is a draw in events, the team winning more sets will be promoted/stay up. Should there also be a tie in the number of sets won, the team winning more matches will be promoted/stay up.

9.                    CONSTITUTION OF TEAMS

a)                   Clubs may play only bona fide members and players shall play for one club only.

b)                   All clubs entering more than one team in the League must star the strongest available playing members of the first of two teams, the first and second of three teams and so on. Notification to the League Secretary must be made in writing prior to or at the Press Secretary’s fixture meeting.

c)                   If a starred player becomes no longer available for selection, then re-starring must take place immediately and , in the event of a starred player missing THREE consecutive matches, then again re-starring must take place or an explanation be given to the League Committee.

d)                   No starred player will be allowed to play in a lower team than that for which he/she is starred, under penalty of forfeiting any games played.  Players of second or third etc. teams will be allowed to play any number of times in a higher team without penalty. The League Committee is to sanction starring.

e)                   Each team shall consist of three couples.

 

 

 

 

 

 

10.                 ORDER OF PLAY – LEAGUE MATCHES

a)                   Matches shall consist of  9 events – 5 mixed doubles, 2 ladies doubles and 2 mens doubles.  Each event shall be the best of 3 sets with setting in each set but only at 14 all.

b)                   All teams in a division shall play each other on a home and away basis.

c)                   Fixtures shall be made at the fixtures meeting which a representative from each club MUST ATTEND, and if these fixtures are not altered within 14 DAYS they are taken to be binding.

d)                   Where possible matches should start at 7pm. but must start by 7.30pm. and all teams must be completed by 9pm. In default, the committee will rule on the penalty to be imposed.  Clubs who cannot get their hall before 7.30pm. must notify the League Secretary before the fixture meeting each year.  If a couple has to play 2 consecutive games because of the late arrival of a player the defaulter must play twice.

e)                   One point will be awarded for each game.

 

 

11.                 KEN SHAW COMPETITION          

a)                   All entries to the competition must be given to the League Secretary at the Match Secretary’s fixture meeting at the start of each season. Composition of ALL TEAMS (full names) must be given at this meeting. If the nominated team is changed during the season, the club can apply to the League Secretary or Ken Shaw Secretary to re-nominate the teams and, provided this is done before the next appropriate meeting of the Ken Shaw handicapping committee, the re-nominated team will be handicapped for the next round of the competition.

b)                   The competing teams will play each other on a handicap knockout basis.  The Committee will draw and handicap each round, the first team drawn to be the home team.

c)                   The handicap for each match will be based on the names of the players provided at 11(a) above and not on the league position of each team.  If a reserve of lesser ability than the nominated player being replaced has to play in a match that has already been handicapped, the handicap will not be altered.  Where a club wishes to play a reserve of greater ability than the nominated player being replaced (subject to clause 9(d)), it must notify the Ken Shaw Secretary.  The match can then be played but the envelope containing the handicap must remain sealed.  The match will then be re-handicapped at the next Committee meeting.

d)                   Handicaps will be sent in a sealed envelope to the home team secretary together with the names of the handicapped team members.  The envelope will be opened after the completion of the match, subject to clause 11c)

e)                   The format for the Ken Shaw matches is to be the same as laid out in paragraph 10) except that only two sets will be played, making a total of 18 sets to be won.  No setting will be allowed in any games.  In the event of a draw the away team will be the winners.

f)                    The final is to be played on neutral ground.  If the final results in a draw a tie-break will operate.  The handicaps for the teams will be divided by 18 to calculate the handicaps per set.  Each mixed couple will then play their opposite pair for 1 set with their allotted  handicaps.  For example, a team with +180 playing a team off scratch would start each game 10-0 ahead.  The first team to gain 2 sets will win the match.

g)                   The winning team is to hold the Ken Shaw salver for 1 year and 6 individual plaques outright.

h)                   Rules 2, 3, 4, 5, 6, 9, 10(d), 12, 13(a,b,c), 15, 16, 17 and 18 apply to the Ken Shaw competition. In addition, match sheets are to posted to the Ken Shaw Secretary after each match.

i)              The complete list of dates by when each round is to be played is to be sent to all clubs involved.  Both teams are to be informed of opponents, not just the home team.  The home team is to offer a reasonable number of dates in an effort to ensure the game is played.  Decisions will be made by the committee in the event of games not being played by the set dates. 12.                 POSTPONEMENT OF MATCHES

Matches can only be postponed under the following circumstances:

a)                   Non-availability of hall

b)                   Abnormal weather conditions

c)                   A Committee ruling

In the event of a match being postponed in contravention of League rules, 5 points will be deducted from the offending team and the match must be re-arranged.  Other infringements of match rules will be liable to deduction of points at the discretion of the League Committee.

13.                 TEAM SHEETS

a)                   Team sheets will be provided by the League Committee.

b)                   Each captain shall present the composition of the team to the opposing captain in writing before the start of play.  Any alterations to the team after this may only be made with the consent of the opposing captain.

c)                   Team sheets are to be signed by both clubs.

d)                   Team sheets must be submitted by the home team to the Press Secretary immediately after the match.  Failure to post a score sheet or to hand it in to the Press Secretary within 48 hours of the match being played will result in 2 penalty points being deducted from the home team’s total points.

 

14.                 TOURNAMENTS

Entries for tournaments will be accepted only by bona fide paid-up members of League Clubs.

 

15.                 SHUTTLES

Feather shuttles will be used.

 

16.                 SCORER

A scorer must be appointed.

 

17.                 FAULTS AND LETS

These should be pointed out by the home team before the start of play.

 

18.                 COMPLAINTS

Any complaints regarding the application or interpretation of these rules must be made in writing and received by the League Secretary within 1 week of the offence.  The offending club shall have right of appeal.  The Committee shall have the power to deduct points from the offending club which may be added to the non-offending club’s score.

.               Penrith and District Senior /Junior Badminton League.

 

League Format.

 

1.       Teams shall consist of 1 Man, 1 Lady, 2 boys and 2 girls.

2.       A third adult may be played if enough juniors are not available.

3.       A junior is defined as any - boy or girl under 18 years of age on the 1st October.

4.       The format for the matches shall be the same as the senior league - 9 events.

5.       Each event shall be two sets to 11 points with no setting.  The winner will be the team scoring the most number of sets.

6.       In the event of a tie at the end of the season, the winner will be the team that has scored the most points.

7.       If the number of teams entered is too great to have home and away fixtures, clubs will play each other once with, either the home club providing the hall and the away club providing the shuttles or each club sharing the cost of the evening however they see fit, currently £8.00.

8.       Players who play in the senior league can also play in the senior/junior league either for the same club or for different clubs (amended May 2005)

9.       It is suggested that the adults play as third couple and the strongest juniors at first couple.

10.     Rules 2, 3, 4, 5, 6, 7, 8, 9, 10(c, d), 12, 13, 14, 15, 16, 17 and 18 apply to the senior/junior league.  In addition, gentlemen’s rules are to apply – “don’t blast the youngsters and less experienced players off court”.  The league was not created for a ‘win at all costs’ regime.
